GCF ENHANCED DIRECT ACCESS PROJECT
CONSULTANCY SERVICES FOR BASIC PROJECT MANAGEMENT & CLIMATE CHANGE IMPACT
RATIONALE
The Department of Climate Resilience within the Ministry of Climate Resilience, the Environment and Renewable Energy in collaboration with the Rural Development Unit (RDU) has received funding from the Green Climate Fund (GCF) to provide grants under Component 3 of the “Integrated physical adaptation and community resilience through an enhanced direct access pilot in the public, private, and civil society sectors of three Eastern Caribbean small island developing states” Project, otherwise known as the GCF Enhanced Direct Access (EDA) Project. Successful applicants to the project’s Request for Proposal (RFP) will receive funding specifically for eligible activities to strengthen existing buildings to be designated as hurricane and drought shelters within Grenada, Carriacou and Petite Martinique. This grant targets communal assets. i.e., community centers, shelters, churches, special needs centers’ or other community buildings that can be converted to community shelters. At least 4 – 5 NGO’s/CSO’s are targeted to receive small grants for project proposal preparation and implementation.
This Call for Expression of Interest (EOI) is for a local and/or regional Consultant to train groups/organization in Basic Project Management & Climate Change Impact for the GCF Enhanced Direct Access Project. The Consultant will conduct the training during the month of January, 2025.
The Rural Development Unit (RDU) now wishes to invite Expressions of Interest from eligible qualified Consultants to indicate their interest in conducting the training in Basic Project Management & Climate Change Impact for the GCF Enhanced Direct Access Project. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The Objectives are as follows:
The GCF EDA Project has made provisions for successful community group applicants to benefit from grants to strengthen their existing buildings and to improve their internal capacities. The RDU in collaboration with the EDA Project Team will host a workshop to accommodate grant awardees and prospects of the project. The workshop will be hosted by the Rural Development Unit as the main service provider of Component 3 of the Enhanced Direct Access (EDA) Project, through funding by the Green Climate Fund and general oversight by the Department of Climate Resilience, within the Ministry of Climate Resilience, the Environment and Renewable Energy.
Part One: Project Management
Basic Project management is an essential skill for community development organizations to harness to effectively manager activities successfully. This training is of a basic level and would provide the invitees with a brief exposure to the skills and techniques to efficiently manage simple projects implemented within their organization.
Expected Objectives
To provide training and knowledge at the community level on proper project management strategies and procedures to the beneficiaries of Component 3 of the EDA Project.
Outcomes
- Information on Basic Project Management Process
- Information on Project Life Cycle
- Importance of simple Monitoring and Evaluation
- How to Manage risks
- How to use SMART Techniques
- Creation of a simple Gantt chart/milestone chart and discussion of how to track activities using a Gantt chart
Part Two: Climate Change Impact Session
With the global impact of climate change, it is important that community-based organizations are informed of its effect on the environment and possible mitigation and adaptation techniques that can be applied by its members. The Climate Change Impact Training will provide basic information on the topic and discuss possible activities which can be implemented within communities to cope with the recent global change.
Expected Objectives
To provide training and knowledge at the community level to raise awareness on the issues of climate change and disaster reduction.
The climate change information should be administered through presentations, live demonstrations, and interactive sessions. The following is a list of the minimum topics required for the training:
- Information on the Climate Change and its Impact on the Caribbean (land and sea)
- Identify the challenges experienced in Caribbean communities
- Discussion on the two main responses to Climate Change: Mitigation and Adaptation.
- Discuss simple Adaptative activities that can be implemented when experiencing: Severe Rainfall/Flooding, Change in Agriculture conditions: nutrient loss, increase pests and diseases etc, Extreme Drought and Hurricanes/Cyclones
- Discuss Mitigation activities that can be used during: Severe Rainfall/Flooding, Extreme Drought and Hurricanes/Cyclones
- Brief discussion on Community based Adaptative projects and financing resources which can be accessed worldwide
The short listing criteria for the assignment are outlined below:
- A bachelor’s degree/certificate in Development Studies, Project Management, Climate studies or any related field
- Minimum 3 years’ experience working in Project Management.
- At least 3 years’ experience in the Climate Smart Agriculture/Innovative Agriculture field.
- Proven ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors, through adapting facilitation techniques.
- Good communication skills, both orally and in writing, interpersonal skills and the ability to work well with others in a collaborative environment.
- Prior experience of facilitating multi stakeholders’ workshops and dialogues.
- Ability to train persons using demonstrations, interactive sessions using training aids for facilitation.
- Local/Regional experience conducting similar assignments;
- Evidence of qualification and experiences (CV/Resume).
